A BBC programme on Britain's use of language teaching, libraries, scholarships and broadcasting as instruments of influence after 1945. Cultural diplomacy works precisely because it does not look like persuasion: an English class or a concert carries an implicit argument about whose institutions are worth copying. It is the soft end of the same Cold War contest fought elsewhere with radio jamming and leaflets.
