Chomsky on manufacturing consent

An excerpt from the 1992 documentary Manufacturing Consent: Noam Chomsky and the Media, in which Chomsky sets out the propaganda model he developed with Edward Herman. The argument is that in societies without censorship, consent is produced by narrowing what counts as a reasonable opinion, so debate can be lively inside limits nobody has to enforce. The phrase itself is taken from Walter Lippmann's 1922 book Public Opinion.
