Mussolini's gift of 3 million gold francs

In 1935 Mussolini presented Albania with 3 million gold francs as an outright gift, resuming the flow of Italian money after the rupture. Industrial recovery began in the same period, with tax incentives drawing investment into cement production. The gift marked Rome's shift from coercion back to purchase.
