The agrarian reform's actual result: 8,110 hectares

The 1930 reform ultimately affected only 8,110 hectares, of which 3,412 came from state land and 4,698 from private estates, benefiting some 1,888 families, largely Kosovar refugees displaced from their own properties. Landowners evaded the law by converting arable land into exempt pasture, evicting tenants, and using their influence over the Agricultural Bank and the Directorate of Agrarian Reform. Implementation ceased after 1935. This is the strongest documented case against Zog as a moderniser: his own political base was the beys and landowners whose estates the reform targeted, and the redistribution that resulted was negligible. The failure is generally attributed to that conflict of interest rather than to administrative weakness alone.
