Portland representative Jefferson Smith recruited colleagues across party lines to each slip one word or phrase of 'Never Gonna Give You Up' into their floor speeches during a 2010 special session. Over roughly fourteen months the fragments were spliced from public-record footage into a two-minute video released on April Fools' Day 2011. Smith stressed no taxpayer money was spent and every bill discussed had passed.
