Lurie sets out his agenda after taking office

The new mayor's inaugural address on Civic Center Plaza, in which Lurie promised to restore trust in city government. Within his first months the Board of Supervisors granted him emergency powers over the fentanyl crisis, waiving competitive bidding on some contracts and allowing private donations toward shelter beds and public-safety hiring.
