A broadcast package on the agenda Daniel Lurie laid out in his inaugural address: a fentanyl emergency response, expanded shelter and treatment capacity, and a push to refill downtown. He could not lawfully declare a state of emergency on taking office, since city code reserves that power for sudden and unforeseen events, and the Board of Supervisors later voted him the equivalent powers.
