Camcorder footage from a summer 1994 rally against the Criminal Justice and Public Order Bill, the legislation that defined outlawed music as a succession of repetitive beats. The protests that year drew tens of thousands, and the largest, on 24 July, filled central London. Filmed by a participant rather than a broadcaster.
