1. 2015 - July 2015 - the "new psychoactive substance" is born in law. A 2015 amendment introduces the legal term "new psychoactive substance" (NPS) and, for the first time, a list of banned NPS set by ministerial regulation rather than primary law, letting the state add substances far faster. It criminalises supply offences and raises administrative penalties.
