How a journalist was given charge of American opinion in 1917 and built a machine of press releases, posters, films and volunteer speakers to sell a war the public had been against. The CPI is the founding case of modern state propaganda in a democracy, and several of its staff carried the methods straight into the new public relations industry. What began as an emergency measure became a peacetime profession.
