Congress of Lushnjë

The Congress of Lushnjë met from 21 to 31 January 1920 with roughly 56 delegates, declared the pro-Italian Government of Durrës invalid, adopted the Canonical Basis of the High Council, and made Tirana the capital. Zogu attended as a delegate for the Mat district. The congress created a four-man High Council and a government under Sulejman Delvina.
